Article I Section 15-6 Park Hours
It shall be unlawful when signs designating park hours are posted by the director, for any person to enter upon or use city park facilities outside the approved hours of use without special permission.

Article I Section 15-7 Fines for Infractions
1. Possess and or consume an alcoholic beverage in or on city park property while signs posted showing same to be prohibited $25.00

2. Use profane language by cursing while signs posted showing same to be prohibited. $25.00

3. Possess a firearm, air rifle, pistol, crossbow, bow, explosive device, air gun, bowie knife, dirk, dagger, sling shot, leaded cane, switchblade knife, blackjack, metallic knuckles, razor knife, shirking, stun gun or any deadly weapon as defined in the NCGS, unless authorized by the director or law. $25.00

4. Trespass in a city park after closing hours while signs posted showing it to be closed (day or night). $25.00

5. Hit golf balls or play golf in a city park while signs are posted showing it to be prohibited. $5.00

6. Fly a model plane, rocket, helicopter, or any airborne apparatus in a city park. $5.00

7. Dump rubbish, trash, or other debris, etc. in a city park. $25.00

8. Break glass bottles in city park. $25.00

9. Cut trees, bushes, shrubs, and flowers in a city park. $5.00

10. Ride or drive any mini bike, motorcycle, automobile or any other type of motorized vehicle in any city park except on roadways or trails especially laid out to carry such vehicles or as authorized by proper authority. $25.00

11. No person shall dress or undress in any place in any city park that is in direct view of the public. Removal of outer garments is not prohibited. $25.00

12. No person shall ride a bike, skateboard, roller blades in any section of the park that is prohibited by the director. The director has the authority to designate areas for this purpose. $5.00

13. No person in a city park shall fail to obey a police officer or parks and recreation personnel in regard to traffic control. $25.00

14. No parking on grass unless approved by a permit. $5.00

15. No camping in a park unless authorized by a permit. $5.00

16. It shall be unlawful to have pets in a city park unless on a leash, to include dogs, cats, primates, snakes, rodents, ferrets and weasels, swine or any animal that is domesticated.. This does not apply to seeing eye dogs. $5.00

17. It will be unlawful to start open fires without a permit. $25.00

18. It is unlawful to litter on any park property. $25.00

19. A person in possession of a written permit from the director or his/her designee for use on any playing field, picnic shelter, basketball court, volleyball court, or baseball field has exclusive right to use of that facility at the time designated on the permit. It will be unlawful for anyone to hinder that party in the exercise of their rightful use of the facility. $25.00

20. It will be unlawful for anyone to have a yard sale in any park without a written permit from the director. $5.00

21. It will be unlawful for anyone to sell or solicit in any park without a written permit from the director, unless they have been invited as part of a city function. $5.00

22. No signs or advertising shall be posted in city parks without a written permit from the director. $5.00

23. No person shall lie or sleep in a prone position on seats, tables or benches in city parks. $5.00

If you are issued a Parking/Ordinance Violation:

You may bring payment in the exact amount to the Forest City Town Hall, Monday through Friday, between the hours of 8:00 a.m. and 5:00 p.m. or mail the payment in the exact amount to in the envelope provided with the ticket:

If payment is not made within ten (10) business days from the date of issuance, a criminal summons will be issued against the violator/vehicle owner to include additional court costs and a fine not to exceed $50.00 for infractions or $500.00 for Class 3 misdemeanors. NCGS14-4
