Council Connection: Recap from Forest City Board of Commissioners Meeting October 21, 2024

  1. Forest City Board of Commissioners held a joint public hearing with the Rutherford County Board of Commissioners for the Project Igloo Industrial Development Grant. An industrial prospect, code named Igloo, has proposed a location in the Town of Forest City that will result in the creation of 26 new full-time jobs and an investment of at least $12.5 million in the first three years. Presented is a resolution to support the project by approving a local industrial grant that will meet the match requirements. Both boards voted to approve the resolution as presented.
  2. Public comment by Chuck Summey, who commended Town staff for their efforts to quickly restore the Town after the devastation of Tropical Storm Helene.
  3. Presented was a resolution in support of the modification to Rutherford County's Occupancy Tax Enabling Legislation. The modification will change the usual allocation from two-thirds spent on marketing and promotion and one-third on other tourism-related expenditures to an even 50/50 split. Commissioners voted to adopt the resolution as presented.
  4. Council approved the Hurricane/Disaster Debris Removal Interlocal Agreement with Rutherford County, which establishes that Rutherford County will coordinate disaster debris cleanup, with participating municipalities authorizing the County to manage debris removal through contracts with Southern Disaster Recovery LLC and Debris Tech.
  5. Council awarded the Water Treatment Plant SCADA project to Piedmont Automation as recommended. The FY24-25 budget includes $795,150 for a new SCADA system at the Water Treatment Plant. Superintendent, Jason Webb, obtained the following bids to complete the project:
    • Ulteig - $154,932.67
    • Piedmont Automation Inc - $735,000
    • Revere Control Systems - $795,150
  6. Council awarded the Harmon Street Water System Improvements to Carolina Specialties Construction, as recommended by McGill Associates. The construction project includes the installation of approximately 1,400 LF of 8-inch water line with all related accessories and appurtenances on Harmon Street. McGill received the following bids for the project:
    • Carolina Specialties Construction, LLC - $337,887.00
    • Two Brothers Utilities - $361,116.75
    • P. Howard’s Plumbing Co., Inc. - $425,800.00
  7. Council approved street closure ordinances for Thursday, November 28 (Tree Lighting Ceremony) and Sunday, December 1 (Christmas parade).
  8. Council approved the following budget amendments for Disaster Recovery Response. The requested funds are to be appropriated in the FY25 budget for Disaster Recovery Response to Tropical Storm Helene, from the activation of the State of Emergency on September 26, 2024, until recovery is complete. The response included assistance from other towns, contractors, and employees for debris removal, water and sewer repairs, and town electric infrastructure.
    • General fund - $300,000
    • Water and sewer fund - $200,000
    • Electric fund - $700,000
